The picture doesn't show your taskbar so there are a couple of details missing. When you say you have it in your taskbar and try to open it I assume you mean you see it on your taskbar but the window does not appear, so you click the icon to bring the window up.

I did a repair of the file. Make a shortcut if you haven't done so already and add-repair to the target in the shortcut properties. This solution doesn't work perfectly, but I went from only getting 0-500kb/sec to 2-3mb/sec. So it will help. Took me a good 2 days to download the whole game =/
